PROGRAM OFFICER (System Performance)

RESPONSIBILITIES
This position contributes organizational and subject matter expertise and leadership to planning and implementing strategies that will achieve CSC’s goals and outcomes and eliminate racial and ethnic disparities in child outcomes across CSC’s early childhood system of care. This position uses data and information from multiple sources and perspectives to identify opportunities, gaps and redundancies within services and systems, including the identification of systemic and institutional barriers that prevent all young children and their families from thriving in Palm Beach County. This position helps to set strategic direction and develop plans and critical partnerships that are directly tied to meeting desired outcomes. This position also engages with local, county, and state systems and takes a lead in co-mingling expertise and knowledge with that of the other members of CSC’s Program Division and organization, local providers, and community residents, as well as national experts, to promote positive outcomes for all children and families. Program Officers are regularly called upon to research, analyze and synthesize information, identify critical issues, develop strategic plans, and execute action plans.
MINIMUM QUALIFICATIONS
Bachelor’s Degree, Master’s degree preferred, in Early Childhood Education, Child Development, Public Health, Human Services, or related field supplemented by four (4) to six (6) years of progressively increasing responsibility in managing substantial resources, people and or program and the ability to thrive in a continually changing environment, or related experience. Subject matter expertise in Early Care and Education, Prevention and Early Intervention, and/or Child Development preferred, and/or lived experience. Project Management experience preferred.
An equivalent combination of education and experience may substitute for the minimum requirements listed.
Explanation of Lived Experience:
Lived experience: Expertise of people who know the reality of economic security, education, health, equity & justice, and other societal issues by living them on a daily basis. We are looking for direct lived experience by being impacted by factors such as those listed AND formally/informally have acted on something to make their community better.
Front-line service delivery: Expertise of teachers, case managers, home visitors, health practitioners, counselors, and many others who work daily with people who have lived experience. Individuals who have worked in a community as a frontline worker in close proximity to see an issue, be a part of how it was addressed and subsequent solution.
