Human Services Association (HSA) is a private nonprofit agency whose principal mission is to provide families with compassionate and comprehensive care to promote wellness and build strong communities. HSA was founded in Bell Gardens in 1940 and today, HSA serves over 20,000 clients annually on a non-sectarian basis with a range of services that addresses the unique and shared needs of clients of all ages.

Program Overview

Our Early Childhood Education Department provides services to 815 children over three distinct programs (Early Head Start, Head Start and State Preschool) at ten school sites. The California State Preschool Program provides a pre-school experience for children ages 3 to 5 in the cities of South Gate and Huntington Park. The Early Head Start Program is a federally funded program that provides a home based and center based program for pregnant women and children ages 0-3 that reside in zip codes of 90201 and 90280. The Head Start Program offers a comprehensive child development program for low-income preschoolers ages three to five years old that reside in zip code 90280.

POSITION SUMMARY:

The ECE Program Director is responsible for assuring that all the Early Head Start/Head Start and State Preschool program mandates and standards for excellence are met on a daily basis. This position is responsible for the overall structure, systems and procedures to facilitate program excellence in addition to operating responsibility for fiscal, legal, and programmatic aspects of the program. The ECE Program Director will provide the program with leadership and ensure management functions are properly implemented.

 DUTIES AND RESPONSIBILITIES:

The major responsibilities of this position include, but are not limited to:

• Program Administration
  • Oversee the day-to-day operations of the Early Education programs in their entirety and develops auditing measures to ensure compliance.
  • Assure that the program serves the number of eligible children for which it is funded.
  • Understand, interpret and implement federal, state and agency rules and regulations to ensure adequate systems are in place to maintain high quality services to children and families in compliance with Head Start Performance Standards.
  • Ensures that operations meet agency, federal, state and local requirements, including licensing, EHS/HS, accreditation, contractual, reporting and all other standards.
  • Develops current and long-term organizational goals and objectives, budgets, policies, and procedures for all program operations.
  • Review and analyze monthly financial and statistical reports to assess the budget status and to initiate preventative measures if any problems appear.
  • Develop program budgets and work in coordination with the Chief Financial Officer; monitor program spending and administrative costs, review budgets quarterly, produce financial reports, and maintain appropriate financial records as required by state and federal guidelines.
  • Oversee and monitor agreements for the purchasing of goods and services assuring that bids are solicited in accordance with state and federal regulations.
  • Conduct a complete Community Assessment every three years and an update during the intervening years.
  • Lead the annual program self-assessment.
  • Manage and expand existing community relationships.
  • Responsible for all programs meeting annual nonfederal share requirements.
  • Maintains confidentiality of all records pertaining to children and families participating in programs.
  • Use technology to effectively manage data and information.
• Leadership
  • Leads, coaches, trains and develops staff to ensure satisfactory individual performance and all program objectives are achieved and succession plan is in place.
  • Model the Standard of Conduct Policy when interacting with parents, community members and colleagues.
  • Ensure safety is a priority within all locations and the manner in which programs are executed.
• Board of Directors/External Partnerships
  • Provide a written report to the Board of Directors of the fiscal and programmatic status of the program and of the administrative activities since the last meeting, monitoring results, and strategies to resolve problems.
  • Provide training for new Board members and periodic refreshers for veteran Board members on their roles and responsibilities.
  • Attend meetings of the Parent Committee and Policy Council as needed.
  • Complete and submit regular reports to the funding sources, the Board of Directors, and the Policy Committee.
