Center Director Job Description:
At Downtown Baltimore Child Care, Inc. (DBCC) Centers, the Administrative Team is responsible for ensuring the implementation of comprehensive services including the educational program for children ages birth to five, family support, health, nutrition, mental health, and social services in compliance with NAEYC, and MSDE Office of Child Care guidelines.
The Center Director manages oversight of the Center and provides leadership to staff in the implementation of DBCC’s vision. The Center Director monitors organizational compliance and improvement and assures all services and functions are completed accurately and promptly.
Primary Duties and Responsibilities:
Oversees the management of day-to-day operations of the Center in accordance with NAEYC, Maryland State Office of Child Care licensing, and ECC programmatic requirements.
Recruit, interview, select, train, supervise and evaluate office and programmatic support staff and classroom teachers
Ensure the completion of orientations for new employees
Work with employees to understand programmatic expectations, grow professionally, and/or correct deficiencies
Ensure that new hire and on-going training records for all employees are collected and maintained to ensure compliance
Encourage family engagement and education as well as develop a collaborative model of connecting administrative staff, teaching staff, families, and family development specialists to support the growth and development of all children
Review teaching staff performance and make recommendations for ongoing staff training and development
Arrange for individual and group staff training to ensure quality, developmentally appropriate teaching and assessment across all domains of learning and ensure accurate, complete documentation
Provide ongoing review of curriculum and assessments and make recommendations for quality care, and learning outcomes
Work together with the family service manager to provide training and resources to address team approach to child and family services
Collaborate with other DBCC centers, and the Early Childhood Professional Community to take a lead in quality care and development for children and their families from infancy through Pre-kindergarten. Particular responsibilities involve the connection between preschool and kindergarten transition.
Manages Programmatic and Fiscal Responsibilities
Recruits and enrolls children into the center in accordance with Office of Child Care and DBCC Policies and Procedures.
Oversee and monitor implementation of effective early childhood education and services, including developmentally appropriate, evidence-based practices and curricula, in coordination with effective family support services
Ensure that MSDE Office of Child Care licensing, Child and Adult Care Food Program (CACFP), NAEYC or MSDE accreditation guidelines, and other regulatory requirements are met and maintained
Assist in the development of budgets and service area plans
Oversee updates to all organizational policies, procedures and forms
Oversee the coordination of mental health, nutrition and other consultation services
Maintain personnel records, records of meetings and functions, organizational policies and procedures, grant applications and other significant documents
Prepare the annual budget in collaboration with the Center Director, the Executive Director and other key leadership
Prepare and submit requisitions for supplies and materials; maintain an inventory of equipment; forecast needs for supplies, materials, equipment, repairs and other potential expenditures
Ensure program meets and documents in-kind and volunteer requirements
Manage and review regulatory documents and reports.
Supervises the purchase and inventory of supplies and equipment according to budget limits established by DBCC and or the DBCC-JHU Management Agreement
Provides for Continuous Improvement and Program Planning
Implement a system of regular data feedback and utilization for continuous program improvement and individualized planning for children and families
Review program and child assessment data to inform program planning and professional learning activities
Continuously evaluate the efficiency and effectiveness of programs and procedures; utilize data for program improvement and in development of personalized learning activities for children and families
Assist with the planning and completion of the annual center assessment and Self-Assessment.
Advocacy and Professional Networking
Serve as staff support for the DBCC Board of Directors and attend other Committee meetings as requested or required.
Works as part of DBCC’s administrative team.
Along with the Executive Director and DBCC’s Board, maintains a liaison with the regional early childhood network and the metropolitan Baltimore Community.
A master’s degree in early childhood education, child development, Social Services administration or related field with a minimum of 18 credit hours in early childhood education or child development
Successful completion of an MSDE 45 clock hour approved course in Child Care Center Administration (or equivalent) including all other currently required Office of Child Care director training
Five years of successful experience in the administration of an early care and education program
Administrative Experience in an accredited early education setting serving children six weeks through five years of age
Experience working with a diverse, mixed-income community of children and their families.
